[Wording of Paragraphs 2 and 3 from Basefsky] in "How to Use This Book" in A UNIFORM SYSTEM OF CITATION, 13TH EDITION, 1981

The following comes from the "Bluebook" for legal citation known as "A UNIFORM SYSTEM OF CITATION." 13TH EDITION, 1981.

Paragraphs 2 and 3 in the introductory section entitled, "How to Use This Book" have wording provided by Stuart Basefsky in his capacity as Chair of the Committee on Citation Reform of the Government Documents Special Interest Section of the American Association of Law Libraries.

GOVERNMENT DOCUMENTS SIS 
A Bibliographic Citation Committee has recently been formed with Stuart Basefsky, North Carolina State University Library, serving as chairman. The committee will study the problem of government document citation. A major goal is to recommend citations to the editor of the 13th edition of the Harvard Citator which is in preparation. The committee would appreciate practical examples of citation problems in which the current edition of the citator was found to be inadequate.

COMMITTEE ON CITATION REFORM AND REVISION.

The Committee on Citation Reform and Revision (CCRR) is setting up
a national clearinghouse for legal citation. The first project for the
clearinghouse will be a complete critical review of the 13th edition of
A Uniform System of Citation (The Bluebook).

Since no one person is skilled enough to criticize intelligently
every part of the Bluebook, the general membership of the AALL is being
solicited for its cumulative expertise.

The goal is to get individual experts or persons with longstanding
pet peeves to submit their constructive criticisms and suggestions
for improving citations in a systematic and methodical form.

After assembling these reviews, the CCRR will categorize the submitted
material and send it on to the editors of the Bluebook. With these
rational criticisms in hand, the Bluebook editors will be able to make
changes for some citations between printings of this edition or prepare
major reforms for future editions. If the editors do not approve of
the suggestions submitted, their reasons for maintaining their citation
format will have to be justified in the same systematic and methodical
form. In this way, the CCRR hopes to gather a list of citation justifications
for every part of the Bluebook.

All persons interested in submitting criticisms and suggestions
should use the following format to express their ideas.
1. Identify the specific part(s) of the Bluebook that you wish
to criticize. (If you are criticizing the Bluebook because
it lacks something you wish it included, please state that at
the outset; give your reasons; and suggest where it should be
placed in the Bluebook with an example.)
2. State whether you object to the style of the citation or the
content of the citation or both.
3. If you do not object to a citation but to the explanation
that accompanies it or the indexing that leads to it, please
state that at this point.
4. Give the reasons for your objection. Be clear, concise, and
to-the-point. Keep in mind that citations have three functions.
They must (1) identify who or what is the source of
the information being cited; (2) describe the source in a
manner which distinguishes it from other or similar references;
and (3) provide information, in the description, which
will allow a reader to locate the source with relative ease.
When possible, relate your objections to these three concepts.
5. Provide an example of how the citation can be improved. Be
sure to include an explanation of why this version is an
improvement.

Countrywide Coverage on PATENT IDEAS story in 1982 [Stuart Basefsky]

The following is an example of the general story that appears in all of the references below. This one is from The Galveston Daily News, Sunday Morning, September 12, 1982, page 7-C

Patent library is well-stocked

RALEIGH, N.C. — A foldable cardboard casket and a fishing rod that lights up as a fish takes the bait are among inventions listed in the U.S. Documents Department at North Carolina State University's D.H. Hill Library.

"There are somewhere in the neighborhood of 4.5 million patents," said Stuart Basefsky, assistant librarian at the facility. Because it is "the foremost documents section in the Eastern United States." he said people often used it to see if an idea had already been patented by someone else.

“It makes it Quite interesting," Basefsky said. They tend to be a little bit paranoid. They're afraid someone will find out what they have in mind."

The facility, under the guidance of Jean Porter is one of 36 Patent Depository libraries nationwide and lists every patent granted since 1790. The lists are contained on some 7,500 reels of microfilm.

Basefsky says searching for a patent can be an inventive experience in itself because of the vagaries of the filing system.

Some patents are easy to find. Fish lures are filed under "artificial baits" and toothbrushes are filed under "dentifrices."

However, bicycles are filed under "occupant-propelled type land vehicles" and a hammer designed to reduce stress on the elbow found its way into the category of handles, Basefsky said.

The foldable cardboard casket was invented by Roger J. Patridge of Tipton, Mich., and James S. Callaway of Napoleon, Ohio; Norman Betros Jr. of Cold Spring, N.C., has a patent on a round chess board. And Edward M. Greer of Beverly Hills, Calif., is responsible for the fishing rod with a bite indicator.

Many companies use N.C. State's files to obtain copies of patents to see what their competition is doing, Basefsky said.

"We get requests all the time," he said. "One of our biggest services is the copying of patents. We do a tremendous amount of patent copying in the region. It's the only place you can get patent copies from Atlanta to Washington, D.C."

The library also offers a large selection of inventions from foreign countries. "About 40 percent of all the U.S. patents are things that have been invented in foreign countries first," Basefsky said. "You have about a 50-50 chance of finding foreign patents here because they (inventors) come here to protect themselves in this country."


Basefsky said in exchange for making their inventions public the government offered people 17 years of protection. For an additional fee, patents can be maintained for longer periods.
